  The Greek Ombudsman on Entrepreneurship and Public Administration
 
Recent working papers issued by the Greek Ombudsman point out that public administration forms a deterring factor on entrepreneurship and competitiveness of Greek businesses. The report mentions that in order for a private investment to take place 30 laws are involved. Small to medium sized enterprises form 95% of the total number of businesses and provide employment to 500,000 people. In 2004 5.8% of the active population of Greece had a business activity, including the stage of setting-up a business. Starting a new business in Greece tends to be the solution to the problem of unemployment, and this is manifested by the high occurrence of “obligatory” entrepreneurship as opposed to the limited presence of “opportunity” entrepreneurship.
